Dr. Hoffmann is a former United States Air Force Air Battle Manager and Senior Navigator whose distinguished military career encompassed both operational and supervisory roles in tactical and strategic radar air control and surveillance (AN/TPS-43E and OTH-B [AN/FPS-118]). He also served as a rated Navigator on the KC-135 A/Q Stratotanker and as a Senior Navigator, Instructor and Evaluator on the C-130 E/H Hercules tactical transport aircraft. Over the course of his service, Dr. Hoffmann completed 105 combat missions and accumulated nearly 4,000 flight and navigation hours worldwide.
Following his military service, Dr. Hoffmann joined Deutsche Flugsicherung (DFS), the German Air Traffic Control organization, and also worked as a commercial pilot based in Mannheim, Germany, flying Cirrus SR20/22 and Socata TBM-700 aircraft. He currently holds several Federal Aviation Administration (FAA) pilot certificates, including Commercial Single and Multiengine Land Instrument, Flight Instructor (Single Engine), and Flight Instructor Instrument Airplane, along with an FAA Class II medical certificate.
Dr. Hoffmann has been teaching with Embry-Riddle since 2004. He earned his Ph.D. in Business Administration with a specialization in Aeronautical Science Management from Northcentral University in Prescott, Arizona, in 2008. Prior to joining Embry-Riddle, he spent five years as an instructor at the DFS Academy near Frankfurt, where he was later selected as the international associate project manager for the Ground Based Augmentation System (GBAS/GLS) Project “GBAS Bremen.” His leadership helped secure FAA support for the Honeywell Ground Station SLS 3000+ prototype certification and fostered collaboration with The Boeing Company and TUIfly for operational testing of the precision approach system in Bremen.
As a DFS Senior Safety Expert, Dr. Hoffmann conducted national and international safety and risk assessments across both terminal and en-route airspace. He served as the Safety Lead for the FABEC AMRUFRA Project, FABEC FRA (Free Route Airspace) Project, and the SESAR ODP (Single European Sky Operational Descent Profile) Project. Among his notable contributions, he managed the high-profile safety case for the unmanned aerial system EUROHAWK and later served at Germany’s National Supervisory Authority (equivalent to the FAA) as a Senior Expert in Safety Management.
Drawing on over 37 years of aviation and safety experience, Dr. Hoffmann continues to apply his expertise as a Program Management Professional (PMP)-certified project manager. His leadership has guided innovative efforts such as the Integration of Voice Recognition Response into Air Traffic Controller Simulator Systems and Gaming@DFS, a collaborative research initiative with Darmstadt University of Applied Sciences.
