Joshua Becker

Overview

Dr. Becker is currently a Certified Safety Professional (CSP) who provides safety consulting services to businesses across industries such as oil and gas to local grocery stores and hail from Pittsburgh, PA. Prior to that he served as a UH-60 Helicopter Technical Inspector and Training/Safety Officer in the West Virginia Army National Guard for over 24 years and conducted policy research for the RAND Corporation. He completed his B.S. from Embry Riddle Aeronautical University, an M.S. in Safety Management from West Virginia University, and a Ph.D. from Capitol Technology University. His research interests include pilot fatigue, commercial space travel, and education delivery system issues. He holds an FAA Airframe and Powerplant license, is an OSHA Outreach Instructor for both General Industry and Construction and serves as a Quality Control Manager (CQM) for Army Corp of Engineers construction projects. Currently I serve as a Board Director for the Board of Certified Safety Professionals (BCSP) and am the former Board President of the Ohio Valley Energy Association (OVEA).

As a consultant, provided Environmental, Health, and Safety (EHS) services to a wide range of companies across diverse industries, including energy, construction, and more. Assisted these companies identifying, analyzing, and mitigating occupational hazards while promoting safety at the workplace. Conducted on-site inspections to identify and assess risks related to life safety, commercial liability, and process safety. Additionally, managed multidisciplinary project teams, including both employees and contractors, across a variety of general industry and construction projects. Leveraged extensive expertise in industrial processes, mechanics, psychology, physiology, and safety regulations to ensure a safe and compliant work environment. Lead project teams in developing strategies for regulatory compliance and established EHS compliance programs for clients operating with nationwide and global footprints. Delivered training programs to help clients achieve their occupational health, safety, and environmental objectives, while reducing or eliminating non-compliance incidents. Focused on areas such as OSHA compliance, injury prevention, and loss control strategies to ensure compliance with federal, state, and local laws. Provided construction management services focused on safety compliance and quality control across multiple active job sites in alignment with USACE Task Orders. Monitored contractor adherence to all OSHA, federal, state, and municipal safety requirements, and contractual safety obligations. Reviewed contractor-developed safety programs and made formal recommendations to contractors regarding program adequacy and compliance. Supported construction management teams by performing additional duties related to schedule monitoring, documentation control, and quality assurance. Assisted clients with administering and ensuring compliance within ISN-Net, Avetta, Veros, Ariba, Veriforce, TPS Alert, DISA, DOT, insurance vendor polices, workers compensation polices, and vendor specific platforms. Authored EHS program documents, Standard Operating Procedures (SOPs), Job Safety Analyses (JHAs), Risk Management Plans (RMP), and Site-Specific Health & Safety Plans (HASPs) for clients. Served as a Site Safety and Health Officer (SSHO) and Quality Control System Manager (CQM-C) for US Army Corps of Engineers (USACE) construction projects. Utilized unmanned aircraft to conduct site inspections, aerial survey mapping, plant health, future site planning, and DROPS inspections.
