Iuliia Hoban

Overview

​Iuliia Hoban is an assistant professor in the Department of Emergency, Disaster and Global Security Studies. She also serves as the program chair for the Master of Science in Human Security & Resilience.

Dr. Hoban holds a Ph.D. Global Affairs (Rutgers University-Newark), M.S. Global Affairs (Rutgers University-Newark), M.A. International Development (University of Denver) and a B.A. in History from the National University Kyiv-Mohyla Academy in Ukraine.

Dr. Hoban’s research is situated within international security, with a particular emphasis on critical security studies and human security frameworks that examine the drivers of insecurity, resilience and governance in complex global environments. Her work examines individual and community resilience in contexts of armed conflict, displacement and crisis, with particular attention to how vulnerable populations, including children, refugees and survivors of human trafficking, exercise agency and build adaptive capacity under conditions of insecurity. She also analyzes how strategic narratives, framing and information environments shape risk perceptions and influence policy responses in high-risk settings. In addition, her scholarship on teaching and learning explores best practices in human rights education, with an emphasis on how innovative online platforms can counter misinformation and foster resilience-oriented civic engagement. Her research has been published in journals such as Critical Studies on Security, Journal of Human Rights, Journal of Refugee Studies, Journal of Human Trafficking, Media, War and Conflict, and Cooperation and Conflict, as well as in various book chapters and edited volumes.

Dr. Hoban has also applied her research expertise in non-governmental organizations and policy-oriented think tanks, including Watchlist on Children and Armed Conflict (New York, NY), the Institute of World Policy (Kyiv, Ukraine) and the Laboratory to Combat Human Trafficking (Denver, CO). In these roles, she has contributed to research and programming focused on child protection, human trafficking prevention and conflict analysis in international settings. She is actively engaged in applied and policy-oriented scholarship, serving as an Expert in the Human Security Solutions Pool of Experts. She is also an active participant in the Virtual Peace Corps program, collaborating with universities in Ukraine to support capacity-building initiatives in conflict-affected contexts. Dr. Hoban is also an active member of the International Studies Association, where she serves as a Member-at-Large of the Human Rights Section.
